Scaling Digital Operations for an Electricity and Gas Distribution Network
Energijos skirstymo operatorius (ESO), a company within the Ignitis Group, is responsible for ensuring reliable electricity and gas distribution for Lithuania’s population and businesses. ESO operates and maintains more than 130,000 km of electricity overhead and cable lines and over 9,600 km of gas pipelines, strengthens network reliability, installs smart solutions, handles fault restoration and connects new customers to the grid. It also provides guaranteed electricity and gas supply services.
Managing this scale of operations requires not only physical infrastructure but also strong, integrated digital tools that support large numbers of internal and external stakeholders, ensure transparent contractor management and enable effective planning of network investment projects.
For the past decade, ARKANCE has supported ESO in building this digital foundation.
“We started working together in 2016. Since then, ARKANCE has successfully retained the contract five times. Our partner is very reliable,” says Vilma Beinorienė, Team Manager of the Asset Management Systems Team within ESO’s Digital Solutions and Data Management Department.
Out of around 2,700 employees at ESO, only a small team is responsible for developing asset management IT systems. This team is responsible for six systems in total, two of which—TIVIS and the Contractor Portal—are developed together with ARKANCE.
We collaborate with many departments that all have high expectations. ARKANCE supports us every day – we even start our mornings with a short coordination meeting.
In 2026, the two organizations mark ten years of collaboration built on trust, responsiveness, and continuous improvement.
Transforming the Energy Business Model
As part of the international Ignitis Group, ESO contributes to the region’s green transformation and digitalisation across the Baltic and Nordic countries. Its role within Lithuania is crucial: maintaining reliable energy distribution networks and ensuring that the growing share of renewable energy sources can be efficiently integrated into the grid.
Today, ESO stands as one of the most advanced energy distribution operators in the region. The company has already completed the first phase of its mass digitalization program and continues to expand and modernize Lithuania’s electricity network. More than 1.3 million smart meters are now installed across the country, covering over 90% of national electricity consumption and enabling precise consumption analytics, faster response to disturbances and more efficient network planning.
The number of prosumers continues to grow rapidly as well, with more than 175,000 customers already producing their own electricity, making Lithuania one of the most dynamic renewable energy markets in the region.
While these achievements reflect the wider transformation of Lithuania’s energy system, the digital solutions developed with ARKANCE specifically contribute to network investment management and coordinated contractor operations, supporting ESO’s ability to carry out this modernization efficiently and transparently.
The transition to integrated digital systems required not only technical changes but also cultural adaptation and new ways of collaborating. “Both sides came with different experiences and encountered daily challenges, but we always worked towards a shared result,” Vilma explains.
Digitalization has become absolutely key for our company, especially as we manage a large number of contractors. It’s hard to imagine that just ten years ago we were still working with emails and countless Excel spreadsheets.
To bridge gaps in understanding, ARKANCE invested time in learning ESO’s operational specifics, regulations and contractor ecosystem. Through close cooperation and iterative development, complex requirements were transformed into practical, scalable and user-friendly systems.
A key factor in successful adoption was the decision to start with a fully tailored system in a core department and to appoint superusers who supported colleagues during the transition. This helped create ownership and confidence in the new tools.
Creating a Unified Digital Foundation
Since 2016, ARKANCE has been providing bespoke development and long-term maintenance for two systems within ESO. The first of these, TIVIS, is ESO’s core network investment management system. It supports the full scope of network investments processes, including project design, construction activities. It also enables the management of contractor agreements and tasks, while allowing ESO teams to track work progress, materials, costs and results. In addition, TIVIS integrates with other ESO platforms to ensure that data remains synchronized throughout every stage of a project.
Over the years, ARKANCE has become more than a supplier to us. They understand how we work and what matters in our sector. That makes a real difference.
The second system, the Contractor Portal, is a complementary platform used by external contractors. It facilitates coordinated management of external project activities, supports specialized orders and technical testing processes, and ensures that contractor workflows remain aligned with internal ESO processes.
Together, these systems form a unified digital environment in which data flows seamlessly between TIVIS, the Contractor Portal and other ESO platforms. This integration has replaced fragmented email exchanges with structured, traceable, and data driven processes.
